The news is not a surprise; Mexico has the money to publish a guide to help its people sneak over our southern border because it doesn't have the money to provide them with good jobs ... and then claim it did so out of a humanitarian concern for the illegals' safety.
When a neighbor sees no moral problem with sending their children over to my house to eat, bath, relax, sleep, and generally live, free of charge, and then insist their kids benefit from my ability to care for my own family by treating his kids as I treat my own, well, who's surprised.
