Seems to me he's declaring he and his ilk will continue their assault on choir boys whether they get into seminary or not. Perhaps the Vatican is dead-on with regard to their policy on homosexual priests.
I guess he's saying, when stymied, those who've used to stealth to reach their victims directly, will just find another way to reach them.
